How Westlink defines capability, maps it to roles, records completed training, and tracks who holds what. Use the process map to jump straight to any step, or follow the guide below.

How to use the training system

The five steps below match the process map. Each one links to the page where you do the work.

  1. Step 1: Define & maintain competencies

    Admin / L&D

    Add or update competencies in the catalogue. Each gets a unique code, a capability area and sub-section, knowledge criteria, and a proficiency band (the level range it spans). This dictionary is the single source of truth the matrix and submissions read.

  2. Step 2: Map competencies to roles & levels

    Admin / L&D

    In the Role Competency Matrix, set which competencies each role requires and the target proficiency level (L1 Awareness → L5 Authority). A new competency stays unmapped — an empty row — until you make it apply to at least one role here.

  3. Step 3: Submit completed training

    All staff

    Staff record a competency they have gained or training they have completed, attaching supporting evidence such as a certificate, licence or ticket. Not finished yet? Plan it instead — record a target date, and submit the completion once it is done.

  4. Step 4: Review & approve submissions

    Managers

    A manager verifies the evidence and approves or rejects the submission. You cannot approve your own training — approvals follow separation of duties (four-eyes).

  5. Step 5: Track capability attainment

    Admin / L&D · Managers

    The Capability Attainment Matrix shows who holds each competency against role requirements, flags capability gaps, and highlights training that is due to expire and needs re-certification.

Good to know

New competencies start empty

A competency you add to the catalogue appears in the matrix as an empty row until it is mapped to a role (step 2) — that is expected, not a fault.

Five proficiency levels

Required and held levels run L1 Awareness → L2 Working → L3 Practitioner → L4 Advanced → L5 Authority.

Separation of duties

A person cannot approve their own submission. Training is credited only once a different approver signs it off.
