Scope assumption: **generic default stance** — several operational facts unconfirmed pending discussion with project manager. These are captured as gap findings / confirmation-needed notes rather than building-blocker questions: (a) Is Westlink a registered member of the AUKUS Authorised Community (AAC)? (b) Was the BAE bay-door import conducted under AUKUS exemption or formal import permit? (c) Does Westlink hold a standing DSGL classification / commodity jurisdiction determination from BAE or DEC for this cargo?
