Purpose
This plan sets out how Westlink manages the waste generated by its operations, applying the waste hierarchy — avoid, reduce, reuse, recycle, then dispose — committed in the Environmental Management Policy (GOV-POL-004). It records the controls and practices Westlink maintains to minimise waste, ensure lawful disposal, and protect the environment.
The plan supports Westlink’s environmental commitments under ISO 14001:2026 and its obligations under the Environmental Protection Act 1986 (WA). It gives effect to the waste hierarchy at the operational level; the policy framework and objectives sit in GOV-POL-004.
Scope
Westlink is an asset-light project-logistics integrator operating from its Perth head office, with project work carried out at client-controlled sites. Westlink does not own or operate workshops, depots or warehouses. This plan therefore covers three waste contexts:

Office waste at the Perth head office — general waste and recyclables, paper and office consumables, and kitchen and amenity waste;

Project-site waste arising from Westlink’s work at client-controlled sites, managed under the site occupier’s waste arrangements and through engagement of appropriately licensed contractors; and
-
Electronic waste (e-waste) from end-of-life ICT and office equipment, including data-bearing devices that require secure handling on disposal.
The plan applies to all Westlink personnel (employees and contractors). It does not set controls for facilities Westlink does not operate; at client-controlled sites Westlink works within the occupier’s waste-management arrangements and verifies that engaged contractors dispose of waste lawfully.
Standards and Obligations
This plan is read with ISO 14001:2026, in particular the determination of environmental aspects (cl.6.1.2) and operational planning and control (cl.8.1). Under the Environmental Protection Act 1986 (WA), waste must not be dumped or abandoned (s.49A) or discharged in circumstances likely to cause pollution (s.50), and a discharge of waste must be notified to the Chief Executive Officer of the Department of Water and Environmental Regulation (s.72). Waste that meets the definition of a controlled or regulated waste is consigned only to appropriately licensed carriers and facilities.
Objectives and Targets
The objectives of this plan are to:

Apply the waste hierarchy so that waste is avoided or reduced at source before reuse, recycling or disposal is considered;

Dispose of all waste lawfully, using appropriately licensed carriers and facilities for regulated waste streams;

Ensure e-waste is disposed of ethically and that data-bearing devices are handled securely on disposal; and
-
Verify, at client-controlled sites, that engaged contractors manage and dispose of project waste in accordance with the site occupier’s arrangements and applicable law.
Performance against these objectives is reviewed through the management review process under the Environmental Management Policy (GOV-POL-004); this plan does not set separate numerical targets.
Roles and Responsibilities
The Chief Executive Officer is accountable for environmental performance, including waste management, and for providing the resources to maintain the controls in this plan.
The Finance and Technology Manager (FTM) is responsible for office waste arrangements at the Perth head office, for the ethical disposal of e-waste, and for ensuring data-bearing devices are sanitised or destroyed on disposal in line with Westlink’s disposal practice.
The Operations Manager is responsible for project-site waste: confirming the site occupier’s waste arrangements, engaging appropriately licensed waste contractors where Westlink is responsible for disposal, and verifying that project waste — including scrap steel and end-of-life PPE — is recycled or disposed of lawfully.
All personnel are responsible for segregating waste correctly, using the recycling and general-waste streams provided, and reporting any waste or pollution incident under the Hazard and Incident Reporting and Investigation Procedure (QHSE-PRO-001).
Activities and Schedule
Westlink maintains the following established waste controls. They are applied continuously as part of normal operations rather than as one-off actions.
Office waste and consumables
The Perth office operates a two-stream recycling system separating recyclable materials from general waste, with personnel segregating waste at source. Westlink runs a near-paperless office: business processes are conducted through cloud systems (accounting, document storage, communication, payroll, and electronic customer and vendor exchange), so paper use is minimal. The paper that remains in use is sourced from recycled stock and recycled again after use. Kitchen and amenity waste is reduced through reusable cups, crockery and cutlery and a dishwasher in place of single-use items, and coffee grounds are collected for composting.
Electronic waste and data-bearing devices
End-of-life ICT and office equipment is disposed of ethically. Serviceable equipment is offered first for reuse — to personnel for home use, or by donation to charities or schools — before disposal is considered. Equipment that cannot be reused is consigned to a certified e-waste recycler (Cyber Computer Recycling & Disposal Pty Ltd, Canning Vale, Western Australia). Before any device leaves Westlink’s control, data-bearing media are sanitised or destroyed and the disposal recorded, consistent with Westlink’s disposal-register practice for data-bearing devices.
Project-site waste
At client-controlled sites, Westlink works within the site occupier’s waste-management arrangements. Where Westlink is responsible for disposing of project waste, it engages appropriately licensed waste contractors and verifies their disposal practices. Scrap steel from project work — lashing gear, packing frames and similar — is recycled through a steel recycler where practicable. End-of-life personal protective equipment is diverted from landfill where possible: rigid plastics such as safety glasses and helmets are recycled, and serviceable clothing items are repurposed or sent to a textile-recovery service.
Resource efficiency
Although energy is a resource-efficiency matter rather than a waste stream, Westlink applies complementary measures at the Perth office: air-conditioning on a business-hours schedule, power-saving modes and smart plugs on appliances, and energy-efficient LED lighting throughout.

The standing resources that support waste management are:

Segregation infrastructure — the two-stream office recycling system and reusable kitchen and amenity items at the Perth head office;

Disposal partners — a certified e-waste recycler for end-of-life ICT equipment, and appropriately licensed waste contractors and recyclers (including steel and textile recovery) for project-site waste; and

Governance — the Environmental Management Policy (GOV-POL-004) and its waste-hierarchy commitment, and Westlink’s disposal-register practice for the secure disposal of data-bearing devices.
Monitoring and Reporting
Waste performance is monitored through the management review process under the Environmental Management Policy (GOV-POL-004). Waste and pollution incidents are reported and investigated under the Hazard and Incident Reporting and Investigation Procedure (QHSE-PRO-001). Where a discharge of waste occurs, the duty to notify the Chief Executive Officer of the Department of Water and Environmental Regulation under section 72 of the Environmental Protection Act 1986 (WA) is met. Disposal of e-waste and data-bearing devices is recorded under Westlink’s disposal-register practice.
Review
This plan is reviewed at least annually as part of the management review cycle, or earlier where Westlink’s operations, waste streams or applicable environmental legislation change. Review confirms that the waste controls remain effective and that disposal partners remain appropriately licensed.
