Work Health and Safety Policy

Purpose

This policy establishes Westlink Logistics’ commitment to providing a safe and healthy workplace and provides the framework for setting work health and safety objectives. It ensures risks to health and safety are eliminated or minimised so far as is reasonably practicable.

Scope

This policy applies to all Westlink Logistics operations, workers, contractors, subcontractors, visitors, and other persons at or affected by our workplaces. It covers all business functions, operational locations, project sites, and activities undertaken on behalf of the organisation across heavy haulage, project logistics, and maritime services.

Organisational Context

Westlink Logistics conducts high-risk work including heavy vehicle operations, over-dimensional load transport, crane and rigging, port-side logistics, and remote site operations. These activities present significant WHS risks including vehicle interaction, manual handling, working at height, fatigue, and psychosocial hazards.

The organisation operates as a Person Conducting a Business or Undertaking (PCBU) under the Work Health and Safety Act 2020 (WA) and holds Chain of Responsibility obligations in HVNL jurisdictions. WHS management is integrated with quality and environmental management through the Westlink Management System (WMS), certified to ISO 45001, ISO 9001, and ISO 14001.

Policy Statement

Westlink Logistics is committed to:

• Maintaining a WHS Management System conforming to ISO 45001:2018 and all applicable WHS legislation, regulations, codes of practice, and industry standards.

• Eliminating hazards and reducing WHS risks using the hierarchy of controls. Where elimination is not reasonably practicable, minimising risks so far as is reasonably practicable.

• Setting measurable WHS objectives at relevant functions and levels, monitoring performance through lead and lag indicators, and driving continual improvement through the management review process.

• Consulting with workers and their representatives on matters affecting their health, safety, and wellbeing, and encouraging active participation in the development and review of WHS procedures and risk assessments.

• Identifying and managing psychosocial hazards including work-related stress, bullying, harassment, fatigue, and occupational violence, in accordance with the WHS (Psychosocial Hazards) Regulations and Safe Work Australia codes of practice.

• Ensuring workers are competent, trained, and aware of their WHS responsibilities, including the right and obligation to cease unsafe work without fear of reprisal.

• Providing effective injury management through early intervention, rehabilitation, and structured return-to-work programs.

Responsibilities

The Chief Executive Officer, as an Officer of the PCBU, is accountable for exercising due diligence to ensure the organisation complies with its WHS duties and obligations. This includes ensuring adequate resources are provided for the effective operation of the WHS Management System.

The QHSE Manager is responsible for the implementation, maintenance, and continual improvement of the WHS Management System, including coordination of internal audits, incident investigations, and management reviews.

All managers and supervisors are responsible for implementing this policy within their areas of responsibility, ensuring adequate consultation with workers, and maintaining safe systems of work.

All workers and contractors are responsible for taking reasonable care for their own health and safety and that of others, complying with reasonable instructions, and reporting hazards, incidents, and near-misses.

Review

This policy is reviewed annually as part of the management review cycle, or earlier where significant changes occur to WHS legislation, the organisation’s operations, or the scope of the WMS. This policy is communicated to all workers and is available to interested parties on request.
